I'm not so sure about that. It's never a good sign when a developed nation has to turn to it's military to curb crime. I mean, the streets of Rome aren't exactly akin to the streets of Baja California, so I don't understand the need perhaps. If there is a need, then shouldn't there exist some form of National Guard or Federal Police (like Spain has) that would be more suitable? I don't know, I think deploying the military in a civil environment is a sign of a nation's decline.
